Im confused, how do i get the special enchants? I found out how to apply them but cant figure out how to obtain them.

use /enchanter

Let me break it down for you

/enchanter gives you the special enchant books, the more complex they are the more xp they cost

/tinkerer destroys special enchant books, giving you a dust pouch

you must right click on the dust pouch to get either magic dust (useful) or mystery dust (useless)

you can also use /alchemist to upgrade your books and dust by putting two of the same kind together
