buy it from someone who blackscrolled it
you can get magic dust for heroic, soul, or mastery enchants by upgrading the magic dust that is one tier below it using /alchemist
keep in mind, some enchants are not able to be blackscrolled, so you can only get them from bundles, such as master inquisitive
